MINUTES OF THE LIBRARY ADVISORY BOARD
October 18, 2000




The meeting was convened by Dr. Alan Grant, chair, at 4:00 p.m. in the McAfee Tower Conference Room.

 I. Approval of Minutes

 The minutes of the September 20, 2000 meeting were approved.

II. Communications

A. Introductions
Ian Davis, student representative, introduced himself to the board members. The faculty senate has appointed Dr. Jeff Stowell, Assistant Professor of Psychology, as the College of Sciences alternate representative to the LAB.  Dr. Stowell also introduced himself to those present at the meeting.
B. Faculty Senate Appointments
The vacant alternate positions for the Lumpkin College of Business and Applied Sciences and the College of Education and Professional Studies have yet to be filled.   Dr. Grant also mentioned that the second student representative seat on the board is still pending appointment.
C. Other
Communications were received by Dr. Grant from Dr. Burns and Dr. Key notifying him of their inability to attend the October 18 meeting.  Dean Lanham had been notified of Peter Loewen's anticipated absence.

Ian Davis indicated that Katie Cox, Student Body President, was planning on attending the meeting in place of the second student representative who has yet to be appointed.  Miss Cox could not attend.

 

III. Old Business

A. Door in Union Basement
Dr. Grant was contacted by Dr. Key about the door to the library facilities in the Union scrapping the floor. Dean Lanham indicated he had just become aware of the problem, but would look into it and have it fixed.
B. Affiliation of Illinet Online
There was an advertisement in the Chicago Tribune last summer which gave the impression that the University of Illinois was claiming Illinet Online as its own product instead of giving credit to the 44 other institutions in Illinois that also provide the service.  Dean Lanham responded that neither the University of Illinois library nor ILCSO was responsible for the ad misrepresentation.  The U of I apologized for the error.
C. Early English Books Online
Dr. Grant inquired on behalf of Dr. Key about the possibility of subscribing to Early English Books Online. Dean Lanham commented that Early English Books Online is a full-text database of old English literature that the University of Illinois has subscribed to and financed over the next five years.  The cost to Booth Library to subscribe to the database would be $29,000 per year or $136,000 to own, which is not feasible with our current budget.

IV. New Business

A. UPI Concern
UPI members are concerned that $750,000 that the Board of Trustees, during their last meeting, approved to be transferred to the Booth Library renovation project could have potentially been used toward faculty salaries.  The funds came from a couple of non-appropriated sources.  Part of the amount ($250,000) was received from an anonymous donor previously announced for the renovated west reading room in Booth Library; and the remaining monies were received from other one-time donations--partially funded from the Pepsi contract money.  Because these monies represent one-time gifts to the University, it would not have been possible to use this money to increase faculty salaries.
B. Dean's Report
1. Old Business
a) Electronic Resources Update:  demo by Carl Lorber
Carl Lorber, head of Reference, gave a demonstration of the library's home page on the web. Carl discussed the different electronic resources offered by the library and demonstrated how to access and use these resources.  He also provided handouts:  Connecting to Illinet Online, and a list of Booth Library Electronic Resources.
b) 2000 Electronic Resources Survey
Dean Lanham discussed the results of the 2000 Electronic Resources Survey.  Dean Lanham asked for suggestions on ways to present the library's Electronic Resources to faculty members to better acquaint them with the resources the library has to offer.  Dr. Monippallil suggested the library offer to do presentations for each department individually.
c) 1999 CODSULI Academic Library Statistics
Dean Lanham discussed the results of the 1999 CODSULI Academic Library Statistics survey.  The survey ranks the thirteen Illinois CODSULI libraries in many areas, but focuses most heavily on budget issues.  Eastern Illinois University is at a respectable level in most of the categories in comparison to the other universities.  Dr. Buck noted that under the category of Interlibrary Loans (received), Eastern reflected a -82.20% decline between FY98 and FY99.  Dean Lanham responded that the decline is in large part due to the increasing availability of full-text articles on the on-line databases that can be printed off rather than requested through Interlibrary Loan.
2. Planning
Dean Lanham displayed the latest architectural rendering of the new south of the renovated library.  Dean Lanham also presented the color schematic for the renovated library façade as designed by Holabird and Root.

 It was agreed to carry over remaining business to the November 15 meeting.  Meeting adjourned at 5:20 p.m.
