�MINUTES OF THE LIBRARY ADVISORY BOARD

October 8, 2003

 

 

The meeting was convened by Dr. Chris Hanlon, Chair, at 4:04p.m. in the Library Conference Room.

I.� Welcome and Comments

 

The minutes from the April 23, 2003, meeting were approved as submitted.

 

Chair Hanlon congratulated Dr. Lanham on his being chosen as President-Elect for the Illinois Library Association.� Dr. Lanham will serve as president of the organization during the 2003-2004 year.

 

II. Communications

Communications were received from Scott Meiners and Tom Moncada regarding their inability to be present for the meeting.� Tom Moncada will not be able to meet this semester.� He has asked Harrison Green to attend as an alternate.

 

III. Old Business

 

No issues were pending from the last meeting.

 

IV. New Business

 

Welcome

Dr. Lanham welcomed the Library Advisory Board members and thanked them for their service.� Dr. Lanham defined the purpose of the Library Advisory Board and welcomed the members to bring library issues from their respective areas to the meetings to be addressed.� A copy of the bylaws was distributed.

 

Routine Handouts

Each member received a packet containing information relating to the library: the Library Services Organizational Chart, Faculty and Staff Directory, the Subject Librarian list, the Departmental Library Coordinator list, and the Faculty Handbook of Library Services.

 

Personnel issues

The library currently has nine civil service vacancies, and are in the process of interviewing to fill two of those positions.� The Dean has secured approval from the Provost to fill four of the nine vacant positions.�

 

Recently, a student assistant, while working for the Circulation Department in the 1000 stack level, was confronted by a patron with a knife.� Personnel from Library Services and the student are working with the campus police to try to identify the perpetrator.� Chuck Phillips suggested adding more security cameras to help deter this type of situation from happening in the future.�

 

Budgetary Issues

As expected, the Library did not received an increase to the FY04 operating budget.� The budget was reduced by 15 percent initially with the hope that no additional cuts will be needed for this fiscal year.� Although the cuts were significant, Dr. Lanham expressed his gratitude to Lou Hencken and Blair Lord for the preservation of the Library�s Book and Materials Budget.

 

Dr. Lanham reviewed the FY04 Book and Materials Budget and explained that there was not an increase to the budget nor is one expected; however, $37,500 from Booth Library�s operating budget was transferred to the Book and Materials Budget to provide a contingency fund to help offset the increases expected in the cost of journals and to help cover the costs of the orphaned Faxon subscriptions.� The recent Periodical Standing Order Review process also helps to offset the increased costs for library materials especially during times when the Book and Materials Budget does not receive an increase.

 

The companies that supplied our journals last year (Faxon and RoweCom) filed bankruptcy.� Fortunately for Booth Library, approximately 80 percent of the journals that were never paid for were provided by the publishers.� Eastern is currently participating in a class-action suit with several other universities in hopes of recovering the costs for the 20 percent of the journals that were never received.

 

Service Issues

The Booth Library 2003 Film Series and the Speaker Series are experiencing greater success this semester. A copy of the Film Series handout for Fall Semester 2003 was shared, as well as a handout for the upcoming speaker, Scott D. Bjelland, regarding the Leakey family research in Africa on human origins.� This speaker�s message was being complemented with an upcoming film, The Hall of Man, a film about Malvina Hoffman who created an exhibit that had been at the Field Museum in Chicago.� The exhibit portrayed different people and cultures from around the world.� The Advisory Board was encouraged to make suggestions and/or recommendations regarding either series.�

 

Dr. Lanham and Bradley Tolppanen were successful in writing a grant that will bring a traveling exhibit entitled, �Elizabeth I: Ruler and Legend� to Booth Library during March-April 2004.� Booth Library was chosen one of 40 libraries nationwide to display this exhibit, which was produced by the Newberry Library in conjunction with the National Endowment for the Humanities and the American Library Association.� Several faculty members have shown an interest in coordinating learning activities for students with the exhibit�s theme.� Anyone interested in participating is encouraged to contact Dr. Lanham.

 

The media collection shelving on the 4000 level has been made larger by the addition of more shelving.� The additional space was necessary to meet the growing collection of this type of library material.

 

Booth Library has closed circuit television now installed on all levels of the library.� Chris Hanlon asked about the issue of patron confidentiality with regard to the cameras.� The cameras are not focused on computer screens and will not be used to track what kind of materials someone is checking out or utilizing in the library.� This type of security will primarily help with theft of library materials.� He also asked whether or not the library had been asked to comply with any requests that would come from new Patriot Act.� Dean Lanham explained that part of the issue with the new Patriot Act would mean that he could not divulge whether or not any requests had been made.�

 

VI. Planning

Dr. Lanham asked the committee to be thinking about possible projects that the library could offer that might follow along with the theme of �One Book � One Community� or �One Author � One Community.�� This is something he would like to have in the works to be offered before the 2005 year.� In 2005, Booth Library will be hosting another traveling exhibit entitled, �Frankenstein: Penetrating the Secrets of Nature.�
