MINUTES OF THE LIBRARY ADVISORY BOARD

February 8, 2006

 

 

The meeting was convened by Dr. Ann Fritz, Chair, at 4:04 p.m., in the Library Conference Room, 4440.

 

Present:Jose R. Deustua, Charles Eberly, Ann Fritz, Eric Hake, Olaf Hoerschelmann, Allen Lanham, Frances Murphy, Mukti Upadhyay and Brent Walker

 

Not Present:Monty Bennett, Harrison Green, Sam Guccione, Peggy Holmes Layman, and Marina Marjanovic

 

 

I.Welcome and Comments

The minutes from the November 30, 2005, meeting were approved as submitted.

 

 

II. Communications

Communications were received from Monty Bennett, Harrison Green, Sam Guccione, Peggy Holmes Layman, and Marina Marjanovic regarding their inability to attend today=s meeting.

 

 

III. Old Business

One Book, One University B Dean Lanham reminded the Board that a book needs to be chosen and recommended to the Library Services Council for the One Book, One University program.Dr. Weber, Associate Vice President for Academic Affairs, is exploring the possibility of using the book chosen for reading during spring 2007 for the following summer school session.Several books have been discussed including The Da Vinci Code; however, Dr. Lanham has received negative feedback from faculty regarding use of that book.Dean Lanham suggested John Steinbeck=s book, The Grapes of Wrath as it would complement the next exhibition Booth Library will be hosting entitled, Farm Life: A Century of Change for Farm Families and Their Neighbors, coming in February-March 2007.Ann Fritz brought forward a suggestion from one of her faculty members of the book, Freakonomics, written by Steven Levitt and Stephen Dubner.Eric Hake supported her recommendation of the book and gave a brief synopsis of the book; and, Dr. Mukti Upadhyay also endorsed the book.Dean Lanham said that during discussions he has had with faculty members, most are supportive of the One Book, One University project but stop short of committing to assigning the book or sections of the book to their students.He also felt students in the Honors College would be good candidates for the success of this program.Ann Fritz asked Board members to discuss these titles with their colleagues, poll their students on what they are interested in reading, and e-mail her so that a final recommendation could be made at the next Board meeting.

 

 

 

IV. New Business


A copy of the current library calendar was distributed for the board to review in order to make recommendations by next meeting of any changes to be made in the 2006-2007 calendar.The library=s calendar tracks the University calendar and few changes are usually made.There was some discussion about use of the library for weekend classes when the library is traditionally closed, and Dean Lanham indicated that arrangements could be made for special events.It is hoped that an earlier printing date of the library=s calendar will be beneficial to faculty in the scheduling of library use for their students.

 

 

Dean=s Report

 

Personnel Issues

Dean Lanham advised the Board that he has been visited by students from student government regarding changes they want made in the library, such as recycling bins throughout the library and having the library remain open at all times.

 

Service Issues

Dean Lanham reviewed with the Board the Patron Satisfaction Survey from Spring 2005. For the past three years, the library has asked faculty who have a class during a specific date and time to administer the survey to their class and conducting the survey in this manner has greatly enhanced the number of participants. Charles Eberly brought to the Board=s attention concerns he had regarding the rules for conducting surveys and the need to submit proposals to the Office of Research and Sponsored Programs for consideration by the Institutional Review Board.However, based on the nature of the questions asked for the Patron Satisfaction Survey, Brent Walker felt the library might be able to claim exemption.Dean Lanham will share these concerns with the Library=s Statistics Committee who are responsible for the survey.

 

Handouts were provided listing available traveling exhibitions from the National Endowment for the Humanities, the American Library Association, the Illinois Association of Museums, and the Midwest Museum of American Art.Booth Library has committed to host two traveling exhibits in February/March 2007 and in the same time period in 2009, respectively: Farm Life: A Century of Change for Farm Families and Their Neighbors and Wrapped in Pride: Ghanian Kente and African American Identity.

 

The Circulation Policy Committee has conducted a recent review of established policies.Among their concerns was the equitable treatment of graduate students and undergraduate students regarding the length of time students are allowed to check out books and the assessment of fines. In the past, Booth Library has granted graduate students the same privileges as faculty.While the library does not have an issue with granting Eastern=s graduate students this privilege, problems occur with the lending periods for non-EIU graduate students using the interlibrary loan service.Booth Library has to use the same policy for the 65 institutions served by the Library=s interlibrary loan service as it does with the EIU students.The long-standing circulation policy allows for a four-week loan period to graduate studentsBwhich is the same loan period accorded to undergraduate students.Booth Library has been lenient in the past few years in not charging graduate students fines, and the Committee=s recommendation is to revert back to charging fines. Concern was voiced regarding graduate students having sufficient loan periods when working on their thesis.Dean Lanham reiterated to the Board that students can renew their materials online for up to ten times, which would constitute a forty week borrowing period.

 

Budget Issues

The Vice President for Academic Affairs has provided Booth Library with a one-time boost of $27,787 for operating necessities.

 

Planning Issues

One Book, One University B This matter was discussed under Old Business.

 

Other

The Illinois Library Legislative Day is March 1, 2006, in Springfield.Dean Lanham invited the Board to attend to help promote Illinois libraries.

 

Dean Lanham and Marlene Slough, head of Acquisitions, are the recipients of a grant to inventory art and architecture in Illinois libraries.A survey was sent to all the libraries and many of the architectural firms in Illinois seeking information on the art and architecture of Illinois libraries.The information gathered will be used to create an online scholarly database.In addition, a traveling exhibit consisting of panels depicting the various art and architecture of Illinois libraries will be prepared, and 80 libraries around the state will be given the opportunity to host this traveling exhibit and be provided program monies.
